39th Project Financiers’ Group (PFG) meeting, 16 December 2025

The WBIF Project Financiers’ Group (PFG) met online on 16 December 2025. The meeting was co-chaired by Christophe Galand, Head of Unit Western Balkans Regional Programmes at the Directorate-General for Neighbourhood and Enlargement Negotiations, and Matteo Colangeli, Director for the Western Balkans, of the European Bank for Reconstruction and Development.

Around 150 representatives from international financial institutions, EU Member States and bilateral donors, and representatives from the six Western Balkans economies were in attendance.

The morning session was dedicated to discussing projects submitted under Investment round 10B and 11, as well as Technical Assistance round 32 and Private Sector round 4 applications. The PFG also reflected on how to streamline further the WBIF application process in light of the Reform and Growth Facility progress.

The afternoon policy session provided a state of play on the accession process for the Western Balkan partners, the progress made on adopting Reform Agendas, and an update on the reinforced performance and monitoring procedures for almost 200 active WBIF investment and technical assistance grants.

The projects screened positively by the PFG will be presented for endorsement at the WBIF Operational Board meeting in January 2026.
