Agreements signed with 21 municipalities mark major milestone for Kosovo's Adequate Social Housing Programme
The signing of agreements with all 21 participating municipalities of the Adequate Social Housing Programme in Kosovo* has been completed, marking a major milestone in the transition of the Programme from preparation to implementation.
The Programme represents an investment of approximately €37 million, financed through a €25 million loan from the Council of Europe Development Bank (CEB) and a €12 million contribution from the Government of Kosovo. Its implementation is further supported by a €2 million Technical Assistance grant from the European Union via the Western Balkans Investment Framework (WBIF).
The Programme is expected to benefit 773 families through building new social housing units, renovating existing housing stock and reconstructing housing for vulnerable households. It aims to contribute to a sustainable social and affordable housing system and improve living conditions for vulnerable, marginalised and low- to middle-income households and communities.
Prime Minister of Kosovo Albin Kurti, presenting the Programme in August 2026, described it as an important investment in the dignity of families, equality and social security. "We are taking an important step in one of the areas that we have placed at the centre of our work, namely improving the well-being of families and creating better living conditions," Prime Minister Kurti said.
Minister of Environment and Spatial Planning Fitore Pacolli-Dalipi, announcing the launch of the municipal agreement-signing process in August, highlighted the Programme's focus on those most in need. "This project is an investment in the dignity, security and well-being of our citizens," Minister Pacolli-Dalipi said.
CEB's €25 million loan provides the principal external financing for the housing investments, complemented by the Government of Kosovo's €12 million contribution. WBIF's €2 million Technical Assistance grant supports the institutional and technical preparations required for implementation, including Project Implementation Manuals, identification and preparation of sub-projects, procurement and implementation documentation and capacity building.
The Ministry's Project Management Unit is coordinating and monitoring implementation supported by the WBIF IPF11 Technical Assistance Team, and in close cooperation with the 21 participating municipalities. Preparatory work has included consultations with municipalities, identifying beneficiaries and the establishing local structures to support project delivery.
With all 21 agreements now signed, the first construction, works will get underway as the technical and procurement procedures are completed. The Programme will contribute to improving living conditions for vulnerable families while strengthening Kosovo's long-term capacity to deliver sustainable social and affordable housing.
