The Technical Assistance to Connectivity in the Western Balkans – 2 (CONNECTA 2) has launched its website at www.connecta-info.eu. The new website features a detailed guide on how to apply for CONNECTA 2 assistance.

The technical assistance offered through CONNECTA 2 focuses on:

  • Infrastructure projects: Assists in bringing EIP flagship and other key infrastructure projects in the digital future, clean energy and sustainable transport sectors to the construction phase. Priority is given to the final phases of the infrastructure project preparation cycle. Among other this includes updating and improving feasibility studies and designs, enhancing existing Cost-Benefit Analyses (CBAs) and Environmental and Social Impact Assessments (ESIAs) and carrying out climate risk and vulnerability assessments.

  • Transport connectivity reform measures: Assists in preparing and implementing national and regional transport connectivity reform measures. Priority is given to the preparatory work and implementation of national and regional reform measures, including related technical standards. Possible intervention areas could be transport safety, infrastructure resilience, intelligent transport systems, border crossings, greening of transport modes, etc.


CONNECTA 2 is funded by the European Union in response to the Western Balkans’ need for technical assistance to facilitate the implementation of the Connectivity Agenda, the Economic and Investment Plan (EIP) and the roll-out of the Growth Plan.


CONNECTA Past Achievements 

In its initial phase, CONNECTA has already left a mark, with 30 implemented sub-projects under its belt. Notable accomplishments include technical assistance for the electrification of the Albanian railways,including preparation of Preliminary (Tender) Design for the “Vore-Hani I Hotit” and revision of the Preliminary Design for electrification and update of Tender documentation for Tirana – Durres – Rinas railway lines. Support was also provided for setting up Intelligent Transport Systems across the Western Balkans and establishing an electronic queuing management system (e-QMS) on selected road border crossing points on the indicative extension of TEN-T network in the Western Balkans (Corridor X).

CONNECTA 2 commenced in December 2023 and its implementation will last 48 months.
