Gap Analysis/Needs Assessment in the Context of Implementing the EU Floods Directive in the Western Balkans

Project Description

The assignment was initiated following the decision on the WBIF SC and the subsequent instruction of DG NEAR to COWI IPF. The assignment is the preparation a report on the gaps and needs related to the implementation of the Floods Directive in the Western Balkans and the assessment of the planned projects (non-structural and structural measures) in the WB countries. The outputs are country specific and regional FD implementation plans and prioritised project lists. The reports/outputs are to be submitted and presented to all countries and at the donor’s conference. 

Stakeholders’ meetings in six WB countries has been executed with the facilitation of DG NEAR and the EUDs. Results of the meetings as well as the Inception Report have been discussed with DG NEAR on 18/02/2015 in Brussels. 

The final outputs of the study were the “Gap analysis/needs assessment in the context of implementing EU Floods Directive in the Western Balkans” including its 9 Annexes (6 of them were specific country analysis reports), the Executive Summary and a draft presentation of the study. 

Visibility material were distributed at the conference “Floods in Bosnia and Herzegovina and Serbia: International Review Conference” held in Sarajevo on the 28 September. Following the Sarajevo Conference, the Sub-project is considered completed.
