Support to the Construction of a Maximum Security State Prison

Project Description

WBIF provided comprehensive technical assistance to the Ministry of Justice of Bosnia and Herzegovina and its Project Implementation Unit (PIU) responsible for the delivery of a new maximum-security State Prison. The preparatory activities, such as the Feasibility Study, Operational Plan, Detailed Design and tender documents, were carried out under two grants from WBIF during the period 2008-2011.

This WBIF TA grant, the third in a row, provided further support under the following three components:

  • Component 1 provided technical assistance to the PIU over one year (2016-2017) to support design supervision and contract administration activities;
  • Component 2 was focused on the development and installation of a Management Information System (MIS) which would allow the State Prison to perform its management and administrative functions;
  • Component 3 provided training for prison staff in accordance with the European Prison Rules. The training activities were delivered in four cycles and covered all available staff of the State prison at the time (120 employees).
