Project Description

The prison system in Montenegro faces issues related to outdated facilities, lack of capacity, maintenance and institutional organisation. The existing penitentiary complex for the northern region of Montenegro, located in Bijelo Polje city centre, is obsolete with facilities dating from 1948.

Seeking to mitigate some of these issues, the Government of Montenegro has initiated the investment concerning the construction of a new prison facility in the Mojkovac Municipality in accordance with the European Prison Rules (ERP) and best European practices. This will ensure that the prison functions well and is economically viable, operates in environmentally sustainable buildings, has modern technical installations with minimum maintenance costs, and is managed in accordance with the recommendations of the EPR and CPT.

WBIF supports the preparatory activities with a €1.2 million grant for the review and update of the Feasibility Study/Operational Plan and Concept Design as well as the development of the environmental impact assessment, designs and tender documents for the construction works and related services.
